Dear Mr. Rubenstein:

In the Matter of the Application of ) Docket Nos. 50-327 Tennessee Valley Authority ) 50-328 Enclosed is a copy of the revised Emergency Operating Instructions (E01) requested by your letter to H. G. Parris dated March 7, 1980.

The enclosures, E01-0, E01-1, E01-2, and E0I-3 are draf t plant pro-cedures which have been reviewed by other TVA organizations and by Westinghouse. Although TVA and Westinghouse comments have been incor- I porated, plant operator training on the procedures has not been completed, 1 and the Plant Operations Review Committee (PORC) approval has not been obtained. Consequently, the approved E01's will not be transmitted to you until the approval process is complete, which should be before April 28, 1980.

As requested in your letter, an EDI-0 procedure has been established.

The enclosed E0I-0 procedure was written to the NRC's approved Westing-house Owners' Guidelines (WOG) for the E01-0. The revised E01-2, Revision 10 was also written to the NRC's approved WOG guidelines, and it is responsive to your comments on format and organization concerning your staff review of the previous version of that procedure, Revision 8.

In general, the revised E01's reflect the comments and questions of the enclosure to your March 7, 1980, letter. Each of the specific comments and questions of your enclosure will be addressed by TVA in a separate response on or before April 21, 1980.
