PROGRESS REPORT - ONG0ING INSPECTION OF BRAIDWOOD CONSTRUCTION ASSESSMENT PROGRAM (BCAP)

The following information was provided by the NRC inspector assigned to follow the BCAP. It covers the period of May 6 through May 17, 1985. Similar type progress reports will be issued between the normal monthly inspection reports to inform NRC management of ongoing BCAP activities and issues.

BCAP Status Construction Sample Reinspection (CSR) reinspection activities have continued in the areas of instrument pipe / tube - supports, electrical cables, cable pan hangers, electrical equipment installation, and containment liners. Since the previous review period, CSR reinspections have been completed in the areas of Heating, Ventilating,andAirConditioning(HVAC) hangers, mechanical equipment installations, large bore rigid pipe supports, small bare pipe supports, small bore welds / material, large bore welds / material, masonry walls, and structural steel. Documentation reviews have continued in the areas of structural steel, masonry walls, containment liners, electrical equipment installations, mechanical equipment installations, small bore pipe supports, and instrument pipe / tube supports. Since the previous review period, documentation reviews have been completed in the areas of conduit hangers, cable pan hangers, mechanical equipment field fabrication, small bore piping / instrumentation - welds / material, and large bore pipe - welds / material.

The Reverification of Procedures to Specification Requirements (RPSR) BCAP element has completed the review of CB&I and Pullman procedures. The Review of Significant Corrective Action Programs (RSCAP) BCAP element has continued during this review period. ERC personnel have been onsite performing reviews.

Total BCAP manpower is presently 112 personnel.

, Problem Areas Identified No significant problems were identified during this review period.

Status of Open Items To ensure the proper tracking and closure of open items identified in the NRC BCAP progress reports, all open items will be uniquely identified and tracked to closure.

Open items which have not been closed to date and their current status are as follows:

6. (Closed) Inspector concerns with the qualifications of BCAP inspectors who were in the process of being certified. The inspector reviewed the education and experience data for 18 BCAP taskforce inspectors. In each case the documented data exceeded the requirements delineated in ANSI N45.2.6. This item is closed.
9. (0 pen) ERC observation regarding reinspection deficiencies. While ERC has closed the original observation regarding reinspection deficiencies, additional observations have been issued by ERC regarding similar findings.

11. (0 pen) Sargent and Lundy (S&L) BCAP discrepancy evaluations reference calculations which are not in the discrepancy file and are thus not reviewable. In addition, the S&L evaluations include the invalidation of discrepancies without sufficient justification.
