Dear Mr. Denton:

In a letter to Mr. H. R. Denton from Mr. O. W. Dixon, dated April 9,1985, South Carolina Electric and Gas Company (SCE&G) requested an exigent Technical Specification change in accordance with Title 10 of the Code of Federal Regulations, Part 50.91.a.6 for the Virgil C. Sumnur Nuclear Station Technical Specifications. The basis for the exigency no longer exists, and SCE&G therefore retracts the reques t in its entirety.

In lieu of the exigent request, SCE&G requests a revision to the Virgil C.

Summer Nuclear Stat '7n Technical Specifications, sections 3.8.1.1, 3.8.1.2 and 3/4.8, as shown in Attachment A. This proposed revision is based on NRC Generic Letter 84-15, " Proposed Staf f Actions to Improve and Maintain Diesel Generator Reliab ility," and was suggested by the NRC Staf f in their review of the exigent request. The proposed revision will reduce the number and severity of starts of the diesel generators thereby decreasing engine wear and increasing reliability.

The proposed revision also restructures the action and surveillance statements for clarity and useability.

The proposed "No Significant Hazards Consideration" is provided in Attachment B.

SCE&G has concluded that the proposed amendment does not pose a hazard to the general public because there is no design change involved and reliability should be increased due to less wear on the equipment.

This change has been reviewed and approved by both the Plant Safety Review Committee and the Nuclear Safety Review Committee. Please find enclosed the application fee of one hundred fif ty dollars ($150.00) required by Title 10 of the Code of Federal Regulation, Part 170.
