Dear Mr. Ippolito:
We have completed our review of your letter dated February 1, 1980, and its enclosure requesting additional information on the Brunswick Steam Electric Plant (BSEP) Unit Nos. 1 and 2 containment isolation valve logic and recent modifications performed on this system. This letter is in response to the requests presented in that enclosure.
1.
The only radiation monitor system which initiates CAC containment isolation is the Reactor Building Vent Radiation Monitoring System.
It contains dual, independent radiation monitors and high radiation trip systems which meet the design requirements of IEEE Standard 279-1973, " Criteria For Protection Systems for Nuclear Power Generat-ing Stations." Therefore, the present design satisfies the require-ments for reactor protection systems.

Figure 1 is a piping diagram for the containment purge and venting (CAC) system. contains the electrical schematics for the CAC valves and for the isolation override circuitry which was installed by Plant Modification No.79-127 on Unit No. 2 and shows the logic as it exists now on both units. Plant Modification No.79-126 is the comparable package for Unit No. 1 and is not attached.
This enclosure is the final corrective action taken as referenced in our letter dated November 2, 1979, SERIAL NO.:
GD-79-2816.
This enclosure also satisfies the commitment in that response to supply modification information.

The CAC actuation circuits are basically the same as other safety actuation circuits.
BSEP uses contact closures from the sensor elements or channels which, in turn, drive relay logic and f ans out to drive the trip systems. The trip systems then initiate or drive

i the desired plant reaction. The same design philosophy of having redundant sensing channels and trip systems which are independent and have separate power supplies was used both in CAC and other safety actuation circuits.
While the safety actuation signals may vary for each safety system due to their individual characteristics and importance, the safety actuation circuits for all safety systems have the same basic design philosophy and are built to the same standards.

The CAC isolation valves are divided into two groups. The first group of isolation valves--V7, V9, and V49--(refer to Figure 1) are the CAC inboard isolation valves on the three discharge lines which can communicate with the environment. The second group contains the outboard isolation valves on these three 11nes--V8, V10, V22, V23, and V50--and all other CAC isolation valves--V4, VS, v6, V15, V47, V48, V55, and V56.
Each group of valves has a separate isolation override control switch and logic status indicating lights located on the control board.
Each override switch blocks the isolation signals to those CAC isolation valves which are in the associated group and which need to be opened to perform post-LOCA venting and hydrogen and oxygen control following an accident. These overrides are isolated by relays from the isolation signals and in no way affect other safety actuation signals.

The interim fix installed at the time LER 2-79-023 was written consisted of:
Elimination of the installed override capability from the a.
CAC isolation valves through the removal of the bypass contacts in the logic for each valve by Plant Modification No.79-099 for Unit No. 2 (Enclosure 2).
Plant Modifica-tion No.79-098 is the comparable package for Unit No. 1 and is not attached.
b.
Revision of the plant Operating Manual to provide instruc-tions and directions for the installation of jumper wires around the isolation contacts in each CAC valve required to be opened following an accident. The jumpers would override the isolation signal to permit opening the valves.
An upgraded CAC isolation capability with dual, independent override circuits was installed as the permanent fix by Plant Modification No.79-127 (Enclosure 1).

. April 1, 1980 5.a. To prevent a single failure from opening or holding open both isolation valves on any of the three CAC vent paths, there are dual, independent override circuits and switches such that the inboard isolation valves are separate from the outboard valves.
j 5.b. While an override bypasses all of the isolation signals for the affected group of valves, the override is isolated from the 1
isolation signals and override logic for the other group of CAC valves and in no way affects any safety actuation signal or other safety devices for other systems. We are currently design-ing a plant modification which will change the override logic such that the occurrence of a new isolation signal, after an existing one is overridden, will automatically defeat the over-i ride and cause another CAC valve isolation to take place. This action was discussed in our letter to you dated December 7, 1979.
5.c. The switches are two position with maintained contact.
In order for a release pathway to be established, both override switches must be operated and two CAC isolation valves on the same CAC j
vent line be intentionally opened by an operator.
This repre-sents four distinct actions which the operator must take. The only time plant procedures call for overriding the isolation logic is for post-LOCA venting and containment hydrogen and oxygen control following an accident. Since the override circuits are not normally used and the override switches are dn separate areas, it is unlikely that both will be accidentally actuated, and even if they were, two more deliberate actions of opening two isolation valves are required to violate containment.
5.d. Each override switch module has colored, circuit status indicator lights which indicate " NORMAL" and "0VERRIDE" conditions. These modules are located on the control board in the area of the CAC isolation override and valve control switches.
5.e. The CAC purge and vent valves are controlled by three position, spring return to neutral frem open, control switches, and appro-priate holding circuits.
Each valve's holding circuit is tripped to close by an isolation signal or by moving its control switch to the "close" position. The holding circuit can be reset to open only by manually moving its control switch to the "open" position and only then if the isolation signal has been reset or overridden.
Since the control switch will not stay in the "open" position, the isolation valves will not automatically reopen upon overriding or resetting of an isolation signal.

FUNCTIONAL
SUMMARY
Plant Modification Nos.79-098 (Unit No. 1) and 79-099 (Unit No. 2) removed the CAC containment valve isolation override logic due to single failure consider-ations.
The valves must now be overridden by the use of jumpers in order to perform post-LOCA venting.
The necessary jumpers / wire removals are listed in EI-1.2 and are associated with valves CAC V5, V6, V7, V9, v22, V23, V47, V48, V49, i
V50, V55 and V56.
It has also been noted that 11 CAC valves can reopen without operator action upon clearing or overridin;; an isolation signal.
These valves are CAC V4, V7, V8, V9, V10, V15, V49, V50, V55, V56 and V58.
Refer to Drawing No. 9527-D-2515 (25015).
This modification is to put the system back together again, but in such a manner as to eliminate the single failure problem and to prevent reopening of valves witbout operator action.
There are three potential paths for release of radio-active gases, should an override switch failure prevent automatic isolation.
There are two valves in each potential path, and originally the isolation logic of both valves was overridden by a singic switch.
With this modification, the isolation logic of the two valves in each path will be overridden by separate override switches.
CAC V7, V9 and V49 will be moved from the original override switch (CAC-CS-2986) to another override switch (CAC-CS-3452).
Reopening will be prevented by re-placing the e,xisting two position control switches with three position, return to neutral, control switches and appropriate holding circuits.
Each valve's holding circuit will be tripped to close by an isolation signal or by actuation of its control switch and can be reset to open only by actuation of its

control switch and, only then, if the isolation signal is clear or overridden.

FUNCTIONAL
SUMMARY
7 A review of the CAC containment valves isolation logic revealed that a sing.le failure in the isolation override circuitry could result in a failure of the CAC isolation valves to isolate during an accident.
This modification removes i
the isolation override from the 12 CAC valves (VS, V6, V7, V9, V22, V23, V47, V48, V49, V50, V55 and V56) to ensure they close.
in the event there is an accident, the operator will have jumpers installed on the CAC valves needed to open in order to perform post-LOCA venting of the drywell.
This will be done in accordance with EI-1.2 and the CAD Operating Procedure.

This modification is to be accomplished on both units under Plant Modification Sos.79-098 (Unit No. 1) and 79-099 (Unit No. 2).
