Supplemental Response to IE Bulletin 83-07 (Apparently Fraudulent Products Sold by Ray Miller, Inc.)

Dear Sir:

Based on the information supplied in IE Bulletin 83-07 and supplements, a detailed review of Quality Ashurance records was conducted and reported in Reference (b). No evidence was found that any of the subject material was provided directly or indirectly by Ray Miller, Inc. for use at the Yankee Nuclear Power Station. Therefore, the requirements for a written report describing the results of the actions as listed in IE Bulletin 83-07 for facilities with an operating license is not applicablh The general concerns expressed in IE Bulletins.and Notices regarding fraudulent practices have been reviewed for applicability. The reviews have revealed no evidence of fraudulent materials at Yankee. Our present program for procurement and receipt of material, in conjunction with the use of our list of approved vendors, appears to have adequately addressed fraudulent practices to date.

However, the following actions are designed to ensure a continued high confidence that quality is maintained for procured material designated to perform safety functions. Short-term corrective actions consist of the noted reviews and the inquiry into the program (s) of vendors and sub-tier vendors for detection of fraudulent materials / practices. Long-term corrective actions taken to minimize the likelihood of f raudulent materials at Yankee, consist of: a review of vendor programs for detection of fraudulent practices during vendor audits; formulation of a vendor data base; increased receipt inspection activities regarding authenticity of documentation and material as applicable; and the inclusion of an additional check for evidence of f raudulent 8506140407 850529 PDR ADOCK 05000029 G PDR p O
