Dear Mr. Pollard:
This is in response to your letter dated November 23, 1992.
In your letter you expressed concern regarding the steam generator tubes at the-Trojan Nuclear Plant and requested that the Nuclear Regulatory Commission (NRC) place certain documents in the Public Document Room (PDR)..You _ specifically expressed concern about the possibility of a multiple steam generator tube rupture and the licensee's plans for restarting the Trojan plant.
The documents we are providing are considered pre-decisional and' reflect ongoing staff discussions on a complex-technical issue. -During development of -
the resolution to generic technical issues such as the steam generator._ tube-integrity issue,;different-opinions and analyses are developed-by members of-the NRC staff as'a normal course of agency business. 'The NRC has a formal internal review process, including peer and management review of all analyses-L and opinions, to ensure that all technical and safety issues are identified l
and resolved before requiring industry action. This further ensures that c
modifications are not imposed on the basis of_ incomplete information.
Nevertheless, we are providing the following documents to the pub _lic at this time to make available all current opinions--and technical analyses:

The recent Trojan shutdown resulted from a leak through an improperly sleeved tube in the free span region of the tube.
Currently, the staff is reviewing the information submitted by Portland General Electric (PGE), before deciding on the acceptability of restart.
The licensee's submittal to the Commission on this recent issue-may be found in the Public Document Room.
The licensee has informed the NRC staff that it will provide-us a revised technical specification change request and additional technical _information concerning-its steam generator. We expect to receive the submittal in about two weeks.
That submittal will be placed in the Public Document Room.
Finally, as you were notified, PGE held a public meeting on December 1,1992, at the Trojan Nuclear Plant to address the steam generator tube-leak on-November 9,1992 and the licensee's request for technical specification change. We will continue to notify you directly of any future public meetings that address steam generator tube leakage and repair limits related to the restart of Trojan.
In addition, we will continue our normal practice of providing notification to the public of meetings with any licensee or vendor to discuss steam generator tube integrity issues.

As you are aware, in Pobruary 1992, the NRC staff approved an amondmont to the operating licence for the Trojan nuclear plant which pormito Portland Gc.neral 9ectric to operato the plant with flawn in the steam generatue tubes deeper than 40 percent of the tuba wall thicknaso.
As described in the rotoronco citod above, this prompted a inomber of the NRC staf f to file a dif fering professional opinion (DPC); other. members of the staff have also u prensed concern about the risks to the public posed by plant operation with known cracke in the steam gonorator tubos.
