The ' references, which highlight problems regarding surveillance of Administrative Building entrances at the two sites, were discussed

with Division of Reactor Licensing personnel.

l Your interpretation of the word " constant", as used in each of the situations discussed in the references and your findings of noncom-pliance with canaltments in the security plans in each case were correct and ' art supported by DRL.and IE:HQ. How&ver, even though the licensees cosuiitted to " constant" surveillance of the Adminis-trative Building exterior doors, there is no requirement for such in existing rules / regulations.

Please advise the licensees of the foregoing and reconsnend they. submit proposed security plan revisions which describe their existlag proce-dures for surveillance of the building entrances to DRL for approval.

Section 2.4.3, it_is stated in part. "The Administrative Building out-

. side-doors are under constant surveillance from the Guardhouse Facility."

i ThbphysicalprotectioninspectionconductedonOctober 23-25, 1974 i developed that guards stationed in the Guardhouse do not maintain constant surveillance of the Administration Building doors which are in direct line

of; sight from the Guardhouse.- The inspector observed that the guards, particularly at shif t change, paid littic or no attention- to the persons entering tne Administration Building. Accordingly, the licensee was found in noncompliance with the commitment made in the security plan.

2 The portals of the Administration Building are within the protected area fence. Both portals are' equipped with intrusion alarms. However, these _

alarms are deactivated and the doors are unlocked between the hours of 0630 and 1730,- Monday through Friday or during similar hours on Saturday 1 -

or Sunday when plant maintenance activities.are b'eing carried on. The

licensee maintains that during the times the doors are unlocked and un-alarmed, that surveillance is provided
by normal plant traffic and

. occupancy plus the' surveillance by the guards in the-guardhouse. The licensee maintains-that this surveillance is sufficient. (See Enclosure -

Infraction No. 2).- .

The licensee does not interpret this commitment in the same manner. It would be appreciated if this matcer was referred to the Office of Nuclear Reactor Regulation to determine if the degree of surveillance exercised by this is acceptable with respect to the commitment to provide " constant" surveillance.
