AND 2 (NA-l&2) (TAC NOS. M83326 AND M83327) j I
By letter dated February 21, 1992, you submitted Relief Requests V-72-AND V-73 for NA-l&2, respectively, Inservice Testing (IST) program.
You requested interim relief from the ASME Code,Section XI, IWV-3520, ". Tests for Check-Valves," requirements for exercising and closure testing of check valves.
You requested time to develop appropriate valve exercising and closure verification test methods as an acceptable alternative to Section XI requirements as provided by the NRC in Generic Letter (GL) 89-04, " Guidance on Developing Acceptable Inservice Testing Programs."
The staff has completed its review of the relief requests. Our findings are provided in the enclosed SE.
Based on (1) your plans to develop and implement the use of non-intrusive testing' techniques for these valves, (2) consideration of the time involved for you to develop and implement a non-intrusive monitoring alternative test, and (3) the alternative test method providing an acceptable level of quality and safety for an interim period, the alternative for you to continue the current test method for an interim period is authorized pursuant to 10 CFR 50.55a(a)(3)(i) provided you implement a non-intrusive test method for these valves following the 1993 Surry Unit 2 refueling outage.
Therefore, we are closing TAC Nos. M83326 and M83327.
