Dear Mr. Reed:

This letter refers to the routine safety inspection conducted by

Ms. C. A. Gainty and Mr. G. D. Replogle of this office and

Mr. T. G. Scarbrough of the office of Nuclear Reactor Regulation

on November 2 through December 14, 1992. The inspection included

a review of activities authorized for your LaSalle County Nuclear

Station. At the conclusion of the inspection, the findings were

discussed with those members of-your staff identified in the

enclosed report.

The areas examined during the inspection are identified in the

report.. These areas consisted primarily of a review of the

LaSalle Motor Operated-Valve (MOV) Program established in

response to Generic Letter (GL) 89-10. Within this area, the

inspection consisted of a selective examination of procedures and

representative records, observations, and interviews with-

personnel. -

,

During this inspection, certain of.your activities appeared to be

in violation of NRC requirements, as specified in the enclosed

Notice of Violation (Notice). The violation of .9 CFR 50,

Appendix B, criterion III is significant because, although no

inoperable valves were found during this inspection, the

methodology that you are using for operability determinations of

MOVs is contrary to published vendor-guidance and does not appear

to be technically justified. The violation of 10 CFR 50.9 '

relates to your characterization of a document presented to NRC

during this it.spection, and is significant in that the NRC must

be able to rely on the accuracy of-both oral and written

communication from licensees.

You are required to respond to this letter and should follow the

instructions specified in the enclosed Notice when preparing your

response. In your response, you should document the specific ,

actions taken and-any additional actions you plan to prevent

o recurrence. _

During the inspection, you relied, in part, on a study by Kalci

Engineering for the overthrust condition of specific motor-

operated valves identified by your GL 89-10 program. Based on

our review of the Kalci study during this inspection, and in

order for the NRC to properly evaluate your program, we are

requesting that you document your evaluation of the provisoes

contained in the study as they apply to the LaSalle Station.

, This item is considered unresolved and is discussed in section

>

2.b.(3) of this inspection report. Please provide this

evaluation within 60 days of your receipt of this inspection

report.

In accordance with 10 CFR 2.790 of the Commission's regulations,

a copy of this letter, the enclosures, and your response.to this

letter will be placed in the NRC Public Document Room.

The responses directed by this letter and the accompanying Notice

are not subject to the clearance procedures of the Office of.

Management and Budget as required by the Paperwork Reduction Act

of 1980, FL 96-511.

We will gladly discusa any questions you have concerning this

inspection.
