Gentlemen:

This refers to the inspection conducted by Messrs. W. D. Johnscn and P. H.

Harrell of this office during the period April 1-30, 1985, of activities

authorized by NRC Operating Licenses DPR-51 and NPF-6 for Arkansas Nuclear One,

Units 1 and 2, and to the discussion of our findings with Mr. T. Cogburn

and other members of your staff at the conclusion of the inspection.

Areas examined during the inspection included operational safety verificat. ion,

maintenance, surveillance, followup on previously identified items, followup on

IE information notices, followup on Unit 2 Itcensee event reports, Unit 2 spent

fuel pool activities, emergency preparedness exercise, Unit 2 facility

modifications, Unit 2 refueling activities, Unit 2 pipe support and restraint

systems, and followup on Generic Letter 83-28. Within these areas, the

inspection consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the inspectors. The

findings are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Cunsequently, you are required to respond to

these violations, in writing, in accordance with the provisions of

Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of

federal Regulations. Your response should be based on the specifics contained

in the Notico of Violation enclosed with this letter.

One unresolved item is identified in paragraph 5 of the enclosed inspection

report.

The rea,ponses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Dudget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
