Gentlemen:

This refers to the inspection conducted by Mr. James A. F. Kelly of this

office, and by Mr. Loren Bush and Mrs. Nancy Ervin of the Office of Inspection

and Enforcement during the period March 11-15, 1985, of activities authorized

by NRC Operating License DPR-46 for Cooper Nuclear Station, and to the

discussion of our findings with Mr. P. V. Thomason and other members of your

staff at the conclusion of the inspection.

Areas examined during the inspection related to the effectiveness of the

physical security program. Within these areas, the inspection consisted of

selective examination of procedures and representative records, interviews with

personnel, and observations by the inspectors. These findings are documented

in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements.

Consequently, you are required to respond to

these violations, in writing, in accordance with the provisions of

Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of

Federal Regulations. Your response should be based on the specifics contained

in the Notice of Violation enclosed with this letter.

Also during this inspection, a concern was raised regarding weaknesses in two

vital barriers. You committed to an engineering analysis and corrective

actions as necessary.

In your response please describe the results of your

evaluations and actions. Details of this issue are described in paragraph 11

of the report.

In addition to the need for corrective action regarding these specific open

items identified in the body of the report, we are concerned about the

management controls that permitted portions of the security program to be

unsatisfactory.

Consequently, in your reply, please describe those actions

which you have taken to improve the effectiveness of your management controls.
