W.;0 Moria Lnne Walnut Creek, CA 9459G-5?SS Door Mr. Scareno, I have recently become aware of changes being proposed by utilities with nuclear operating licentes that will affect their commitment and responsi-bility regarding cecurity requirements at their Fecilities.
I am opposed to any reduction in security requirements at nuclear facilities, and feel any reduction will increase potential acts of sabotege.
This places the public health end safety at n Drent rick.
Security needs to be up-graded significantly in order to deal with potentini existing threats.
Your egency, including yourself, has a duty to protect public health and safety.
I believe this proposal is a sad and pathetic ploy by the utility industry to attempt to avoid its promises to protect the public a;;ainst acts of sabotage at their facilities.
If the tEiC permits utilities to avoid their commitments on the basis of expense, one should asks where will it end? at what cost to the public? I am esking the tElC to prevent the utility industry from making any change that would decrease security effectiveness. To allow such changes would be reckless nnd a totel disregard for public health and safety.
I am requecting to be made aware of any public hearing s being held by the NRC dealing with this issue that I might have the priveledge of oceeking out against degrading the security of our region's nuclear plants.
I would also 1ike to propose changes in the public's best interest which would increase cecurity at nuclear facilities.
I am also requesting the NRC to hold a public meeting in my community prior to allowing Arizone a
Public Service Co. to lower its security standard requirements.
Remember, a very besic concept of life is "the time to prepare and protect is now," not later.
