Dear Mr. Orser:

This refers tc the routine safety inspection conducted by Messrs. W. J. Kropp,

K. Riemer, R. Twigg, and R. Mendez of this office, and T. .Colburn and

R. Stransky of NRR from October 14, 1992, through December 8, 1992. The

- inspection included a review of activities at your Fermi 2 facility. At the

conclusion of the inspectica, the findings were discussed with those members

of year staff identified in the enclosed report.

these areas,- the inspection consisted of a selective examint. tion of procedures

and representative records, observations, and interviews with personnel.

DuringI this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice of Violation. A

written response is required.

In accordance with 10.CFR 2.790 of the Commission's regulations, a copy cf '

-this letter and the enclosed inspection report will be placed in the NRC ,

The responses directed t,y this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as

these areas, the inspection consisted of a selective exam...ation of procedures

and representative records, observations, and interviews with personnel.

Based on the results of this inspection, certain of your activities appeared

to be in violation of NRC requirements, as specified in the enclosed Notice at

Violation. The violation is of concern because, although it is of minor

safety significance, it resulted from inadequate corrective actions for a

previous self-identified violation.

You are required to respond to this letter and should follow the instructions

specified in the enclosed Notice when preparing your response. In your

response, you should document the specific actions taken and any additional

actions you plan to prevent recurrence. After reviewing your response to this

Notice, including your proposed corrective actions and the results of future

inspections, the NRC will determine whether further NRC enforcement action is

necessary to ensure compliance with NRC regulatory requirements.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
