FUNDAMENTAL NUCLEAR MATERIAL CONTROL PLAN REVISIONS On February 14, 1984, General Electric Company Nuclear Fuel Manufacturing Department submitted to the NRC Region II office changes to the? Fundamental Nuclear Material Control Plan (dated 2/14/84) which, in our opinion, did not require NRC approval prior to implementation.

On 8/10/84, the Regional office deemed five items in the 2/14/84 submittal to be inconsistent with the requirements of 10 CFR 70.32(a).

In early April (References 4 and 5), General Electric submitted the attached justifications for Items 3, 4 and 5, requesting-reconsideration of these items.

GE was again notified by the Region II reviewer that these changes were inconsistent with 70.32(a) criteria.

General Electric, therefore, submits these changes for NRC approval prior to implementation. contains justification and description of the changes which require NRC approval prior to implementation and Attachment 2 contains the revised pages.

Pursuant to 10 CPR 2.790(d), General Electric requests this information be withheld from public dis' closure as this material
