SUBJECT:

NRC INSPECTION REPORT NO. 50-382/92-26 (NOTICE OF VIOLATION)

This refers to the inspection conducted by Mr. E. J. Ford and Ms. J. L.

Dixon-Herrity of this office, on October 18 through November 28, 1992.

The

inspection included a review of activities authorized for your Waterford Steam

Electric Station, Unit 3, facility.

At the conclusion of the inspection, the

findings were discussed with those members of your staff identified in the

enclosed report.

Areas examined during the inspection are identified in the report.

Within

those areas, the inspection consisted of selective examination of procedures

and representative records, interviews with personnel, and observations of the

activities in progress.

Based on the results of this inspection, certain of your activities appeared

to be in violation of NRC requirements, as specified in the enclosed Notice of-

Violation (Notice). We are concerned about the violation-because it indicates

a significant weakness in your consumable chemical control program.

The use

of an unapproved cleaner in the control room disabled several control

switches.

Fortuitously, this occurred while the unit was in cold shutdown

when the affected equipment was not required to be operable. Under different

plant conditions, there could have been a significant impact on safety-related

equipment required to mitigate accident scenarios.

You are required to respond to this letter and should follow the instructions

specified in the enclosed Notice when preparing your response.

In your

response, you should document the specific actions taken and any additional

actions you plan to prevent recurrence.

After reviewing year response to this

Notice, including your proposed corrective actions and the results of future

inspections, the NRC will determine whether further NRC enforcement is

necessary to ensure compliance with NRC regulatory reouirements.
