On January 3, ii79, lead responsibility for the review and acceptance of the :enerate strength cf the Wolf Creek reactor building base mat was ar.sferred to 0?M.

The issue concerned the fact that, at the end of a

?;-day cc-ing period, 34 oct of 65 sets of concrete test cyiinders exhibited s ren;ths below the spe:ified value of 5000 pounds per square inch.

On Janutr/ 4, 1979, a testing was held in Bethesda, Maryland with repre-sentatives :f the W:lf Creek applicant, IE, and NRR to discuss the issue.

At our recuest, the applicant also s6:itted t.he results of a reanalysis of the-base mat, by letters dated '-
