RESPONSE TO NRC BULLETIN 92-01, " FAILURE OF THERM 0-LAG 330 FIRE BARRIER SYSTEM" (TAC NO. M83875)

By letter dated September 30, 1992, you provided a response to NRC Bulletin 92-01 for Fermi Nuclear Plant, Unit 2.

Your response stated that appropriate compensatory measures have been implemented.

You also provided a description of the long term corrective action to ensure or restore operability.

You stated that corrective actions include establishing a roving hourly fire watch for each of the 11 areas at Fermi-2 where Thermo-Lag 330 material is installed. All but one of these areas use Thermo-Lag 330 material as a wallbarrier in the small HVAC room (Fire Zone 9) where combustible loading is extremely low.

By telephone conference on October 29, 1992, the staff requested additional information regarding the use of Thermo-Lag within the small HVAC room associated with Fire Zone 9.

You responded by letter dated November 18, 1992.

In your letter, you described the low combustible loading in the room, and the configuration and use of the Thermo-Lag material.

You stated that it i

consisted of two small assemblies (3 ft ) placed at the top of the wall to seal two small gaps between the top block wall and the ceiling. Additionally, you indicated that this room is considered part of the control room-(Fire Zone 9) and that alternate safe shutdown capabilities would be utilized if evacuation of the control room were required.

You have also completed an engineering evaluation of the Fermi Thermo-Lag firo barrier material and concluded that it's use does not reduce the level of safety provided by the Fermi-2 Fire Protection Program nor does it adversely affect the safe shutdown capability of the plant.

You also stated the fire barrier integrity restoration is being conducted in accordance with industry efforts coordinated by NUMARC.

Please provide us with a proposed schedule as soon as available.
