y December 9, 1992 Docket No. 50-298 Mr. Guy R. Horn Nuclear Power Group Manager Nebraska Public Power District Post Office Box 499 Columbus, Nebraska 68602-0499

Dear Mr. Horn:

SUBJECT:

RESPONSE TO SUPPLEMENT 1 TO NRC BULLETIN 92-01, " FAILURE OF THERM 0-LAG 330 FIRE BARRIER SYSTEM," FOR COOPER NUCLEAR STATION-(TAC NO. M83865)

By letter dated September 29, 1992, you provided a response to Supplement 1 to NRC Bulletin 92-01 for Cooper Nuclear Station (CNS).

Your response stated that you have evaluated the Thermo-Lag fire barrier installations at CNS against the expanded scope of Supplement 1 and have determined that there are no additional applicable one-or three-hour barriers other than those previously identified in your July 29, 1992, response to the original Bulletin. Thus, your previous statement that compensatory measures ha.2 een implemented consistent with the plant technical specifications or operating license is still valid, and your previous description of the long-term corrective action to ensure or restore operability is still appropriate.

We have reviewed your responses to the Bulletin and to Supplement 1 and find them acceptable.

Please inform us when all corrective actions have been completed. This completes our review of this issue at this time and closes TAC No M83865.

Further NRC review of this issue, if any, will be performed by inspection or audit.

If you have any questions regarding this issue, please contact me.

Sincerely, 3
