Nine Mile Point Unit 2 Docket No. 50-410 NPF Gentlemen:

Niagara Mohawk Power Corporation hereby transmits an application for amendment to'Nine Mile Point Unit 2 Operating License NPF-69. Also enclosed are the proposed changes to the Technical Specifications set forth in Appendix A of the above mentioned license. Supporting

- information and analyses demonstrating that the proposed changes involve no significant hazards considerations pursuant to 10CFR50.92 are included as Attachment B.

The proposed Technical Specification changes contained herein represent revisions to :

i Technical Specification Section 3/4.3 Instrumentation and Section 4.2.2.1, the associated _

bases, and tables to increase the surveillance test intervals (STIs) and allowable out-of-service times (AOTs). All proposed STI and AOT changes are in accordance with NRC-approved General Electric Company Licensing Topical Reports (LTRs). Also, AOTs are clarified in -

accordance with most recent approved BWR Owners' Group letters which were used in the development of NUREG 1434, " Improved Standard Technical Specifications". Th'e-Technical Specification changes will permit specified ' channel functional tests to be conducted quarterly rather than weekly or monthly.: This~ amendment will enhance operational safety by -

reducing the:

1) potential for inadvertent plant scrams, 2) excessive test cycles on

. equipment and 3) the diversion of plant personnel and resources on unnecessary testing. _

i Included in this submittal are the required plant-specific evaluations by General _ Electric in.

support of the proposed changes. The information contained in the plant-specific reports is considered by General Electric to be proprietary and affidavits to that effect are enclosed.

Pursuant to 10CFR2.790, it is requested that the information contained in these reports be withheld from public disclosure.
