RESPONSE
4.
Licensee is unsure as to uhat TMIA neans by the phrase
" permissible limits" as that term is used in Interrogatory i
I Nos. 4 and 5.
Licensee is subject to various regulatory
]
i limits on the discharge of radiation into the air.
Many of these limits are set forth in 10 C.F.R. Part 20 and 50 and the TMI-l Technical Specifications, Append Lx B.
During the twelve months prior to March 28, 1979, releases of radiation from EMI-1 into the air did not exceed these regulatory requirerents.

As indicated in the response to Interrogatory No. 4, I.lcensee i
i is unsure as to what TMIA means by the phrase " permissible limits" as Lhat term is used in Interrogatory No. 6.
The radioactive release into the air from TML-2 following the March 28, 1979 accident are quantified in "Asse, ament of Offsite Radiation Doses from the Three Mile Island Unit 2 Accident," TDR-TMI-116 (Rev. O, July 31, 1979).
That report indicates that concen-trations of radioactive noble gases would have exceeded values specified in 10 C.F.R.
Pact 20 in only a fcw offuite locations and most of these would have occurred in areas not occupied af ter t he accident started.
7.
(a)
The a:nount of the radioactive releases into the air are set forth in TDR-TMI-116.

Licensee is unaware of any government agency that monitored the entire TMI accident releases. With respect to those measurements made by government agencies, Licensee has not prepared any study, analyzing discrepaneles (if any) between such measurements and those made by Lf.censee.
(d)
The TMI helicopter survey teams were utilized to locate the radiogas plume, and not for dose calculations.
A sunmary of the hel icopter survey fl.f ;; hts, all of which were performed downwind wi thin a ten mile radius of 'IMT, is list ed below:
