20555 Perry Nuclear Power Plant Docket No. 70-2968 Amendment Request for NRC Materials License No. SNM-1928

Dear Mr. Davis:

In accordance with 10 CFR 70.34, Amendment of Licenses, The Cleveland Electric Illuminating Company acting on its own behalf and as agent for the Toledo Edison Company, Ohio Edison Company, Duquesne Light Company and Pennsylvania Power Company, requests that Materials License No. SNM-1928 dated March 7, 1985, be amended.

This amendment is necessary to allow for GE to have responsibility for the packaging and shipment of any fuel which is required to be returned to the GE Wilmington, N.C. facility.

Enclosed are eight (8) copies of the necessary page changes to our license application dated August 30, 1982, and as further amended by our letters of September 30, 1982, May 27, 1983, May 30, 1984, November 15, 1984, January 7, 1985 and January 25, 1985.

The physi-cal protection requirecents1given in 10CFR73.67 (f) are addressed in the

' Interim 'and Physical-Security Plans for protection of the unirradiated fuel bundles.' As noted in 1.1.3 of this application the average' initial core enrichment is11.876% U-235.

The highest enrichment contained in any

' bundle is 3.00% U-235.

1.4 ' Transfer of Special Nuclear Materials 11.4.1' Fuel Shipments General' Electric Company will be responsible for the shipment of fuel to the plant site. from their Greenville, S.C. facility.

The fuel will~ be shipped :Ln approved shipping containers.

If for any reason fuel _would have to be shipped back to their GE Wilmington,'N.C. facility from the plant, GE will be l

responsible'for the shipment.-

. Packaging of Fuel' for Transportation.

General Electric Company will be responsible for the packaging of -fuel for shipment from the Greenville facility to Perry.

GE will also _be. responsible for the packaging of any fuel which l

is required to be returned'to_the GE Wilmington facility.

1.5 Financial Protection-and Indemnity Proof of financial' protection in the amount of $1,000,000'is provided as Attachment 'A as -required by 10CFR _140.13.
