SUBJECT:
ROUTINE RADIATION PROTECTION INSPECTION AT CALLAWAV POWER PLANT
This refers to the routine safety inspection conducted by Mr. D. W. Nelson of
this office on November 2-6, 1992, of activities at the Callaway Nuclear
Plant, authorized by NRC Operating License No. NPF-30 and to the discussion of
our findings with members of your staff at the conclusion of the inspection.
Areas examined during this inspection are identified in the report.
These
areas included the radiation protection, radioactive waste and transportation
programs. Within these areas, the inspection consisted of selective
examinations of procedures and representative recards, interviews with
personnel, and observations of activities in progress.
Based on the results of this inspection, certain of your activities appeared
to be in violation of NRC requirements. However, as described in the enclosed
inspection report, you identified this violation. Therefore, the violation
will not be subject to enforcement action because your efforts in identifying
-
and correcting the violation meet the criteria specified in Section VII.B of
the ' General Statement of Policy and Procedurec for NRC Enforcement Actions,"
(Enforcement Policy, 10 CFR 2, Appendix C).
The results of this inspection also showed that certain of your activities
appeared to be in violation of NRC requirements, as specified in the enclosed
Notice of Violation (Notice). The violation is of concern because it is the
result of inadequate corrective actions from a previous violation.
Because
this represented a violation that was repetitive in nature, the absence of
lasting corrective act hn may result in more significant enforcement action.
You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response.
In your
response, you should document the specific actions taken and any additional
actions you plan to prevent recurrence.
You should also discuss these actions
in regard to the previous actions taken and why these actions are expected to
be adequate to prevent recurrence. After reviewing your response to this

Notice, including your proposed corrective actions and the results of future

inspections, the NRC will determine whether further NRC enforcement action is
necessary to ensure compliance with NRC regulatory requirements.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
