b HIGH PRESSURE C09 SYSTDfS LIMITING CONDITIONS FOR OPERATION 1

-I 3.7.11.3 At least one bank of high pressure CO2 shall be OPERABLE with the storage tanks having at least 90% of full charge weight in the following areas:

a. Service Water Intake Structure (each 4160-volt bus and each 600-volt load center.)

APPLICA3ILITY: Whenever equipment in the high pressure CO2 Protected areas is required to be OPERABLE.

ACTION:

a. With one or core of the above required high pressure CO2 systems inoperable and used for protecting one of two or more separate and independent redundant conponents, within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> establish a fire watch patrol with backup fire suppression equipment and inspect the affected arca(s) at 1 cast once per hour. Restore the system to CPEPA3LE status within 14 days or, in lieu of any other report required by Specification 6.9.1, prepare and submit a Special Report to the Cormission pursuant to action taken, the cause of the inoperability and the plans and schedule for restoring the systen to OPERABLE status.
b. With one or more of the above required high pressure CO2 systems inoperable and used for protecting non-redundant safety related equipnent or redundant components in a common space ' ' blish a continuous fire watch with backup fire suppression .e nt for the affected area (s) within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br />. YARD FIRE HYDRAUTS AND IIYDRANT HOSE HOUSES  !

LIMITING CONDITION FOR OPERATION 3.7.11.6' The yard fire hydrants and associated hydrant hose houses shown in Table 3.7-6 shall be OPERABLE.

i APPLICABILITY: Whenever equipment in the areas protected by the yard fire hydrants is required to be OPERABLE.

ACTION:

a. With one or more of the yard fire hydrants or associated hydrant hose houses shoun in Table 3.7 6 inoperable, within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> have sufficient additional lengths of 2 1/2 inch diameter hose located in an adjacent OPERABLE hydrant hose house to provide service to the unprotected arca(s).
b. The provisiens of Specifico ton 3.0.3 and 3.0.4 are not applicable.

SURVEILLANCE P2Q1'IRDINTS _

4.7.11.6 Each of the yard fire hydrants and associated hydrant hose houses shown in Table 3.7.6 shall be denonstrated OPERABLE:

a. At least once per 31 days by visual inspection of the hydrant hose house to assure all required equipment is at the hose house.

b. At least once per 6 nonths (once during March, April or May and once during September, October or November) by visually inspecting; each yard fire hydrant and verifying that the hydrant barrel is dry and

- that the hydrant is not danaged.

c. At least once per 12 nonths by:
1. Conducting a hose hydrostatic test at a pressure at least 50 psig greater than the naxinum pressure available at any yard fire hydrant.
2. Inspecting all tha gaskets and replacing any degraded gaskets in the couplings.
3. Perforning a flou check of each hydrant to verify its OPERABILITY.

BASES not be used to lengthen the required inspection interval. Any inspection whose results require a shorter inspection interval will override the previous schedule.

To provide further assurance of snubber reliability, a representative sacple of the installed snubbers will be functionally tested during plant shutdowns at 18 months intervals. These tests will include stroking of

__ the snubbers to verify proper piston movement, lock-up and bleed. Observed failures of these sample enubbers will require functional testing of additional units. To minimize personnel exposures, snubbers installed in high radiation zones or in especially difficult to remove locations may be exempted from these functional testing requirements provided the OPERAEILITY of these snubbers was de=enstrated during functional testing at either the completion of their fabricatien or at a subsequent date.

occurring in any portion of the facility where safety related equipment is located. The fire suppression system consists of the water system, CO2 ,

fire hose stations, and yard fire hydrants. The co11cetive capability of the fire suppression systems is ade'quate to minimize potential damage to safety ,

related equipment and is a major element in the facility fire protection program. l In the event that portions of the fire suppression systems are inoperable, j alternate backup fire fighting equipment is required to be made available in the y affected areas until the inoperable equipment is restored to service.
