Dear Dr. Murley:

Westinghouse submitted an upplication for certification of the AP600 design on June 26,1992. The AP600 Design Certification acceptance review, SECY-92-294, identified additional information requised by 10 CFR52.47 in an application for a Final Design Approval and Design Certification that was not subraitted in the reference. This information is required by the staff to docket the AP600 Design Certification application and establish a formal review schedule. The submittal attached to this letter provides the additional mnterial listed in SECY-92-294 as necessary for an application for a Final Design Approval and Design Certification. Westinghouse accordingly requests that the NRC formally docket the AP600 Final Design Approvd and Design Certification application as well as establf he formal schedule for the review.

Enct ed are 40 copies of the complete Westinghouse AP600 Tier 1 Design Certificatica material for staff review. Revision 1 of the AP600 Tier 1 material replaces the material transmitted by our letter number ET-NRC-92-3761 dated October 23,1992. Revision 1, which is a complete revision of the AP600 Tier 1 material, includes correction of typographical errors and format inconsistencies in addition to new material not previously submitted.

With respect to the AP600 Tier 1 material, please remove all text that was previously transmitted and g replace it with the enclosed material. There are blue card stock temporary separator pages inserted snoa throaghout the text where cach tab should appear. Remove the temporary separators and replace with

Section 18.8 of the AP600 Standard Safety Analysis Report will be revised to reflect the Human Factors Engineering Inspections, Tests, Analyses and Acceptance Criteria being included in Section 4.1 of the AP600 Tier 1 design certification material.

This AP600 Tier 1 Design Certification material includes certain preliminary values, which are depicted in brackets. These values will be finalized during the review process with the staff.

The AP600 Design Certification acceptance review, SECY-92-294, identified that " topical reports referenced in the SSAR" had not been submitted to support the review of the AP600 application.

Westinghouse has performed a review of SSAR and PRA references to identify any occurrences in .l l

which the referenced technical support documents had not been submitted tok I e NRC staff. This review identified three SSAR/PRA references which had not been previously submitted. Copies of two of these documents te being provided to the NRC staff as enclosures to this letter. A review of the third reference indicates that it provides no substantive technical support and can be removed with no technical impact on the relevant SSAR section. The following summarizes the actions to be taken for the three SSAR/PRA references:

1. 'WCAP-12980, "AP600 Passive Residual Heat Exchanger Test Final Report", December,1991 (Proprietary)

Although not specifically cited in the SSAR this topical report is IM i as a reference in section 1.5.3 of the SSAR. Twenty copics of WCAP-12980 and three copics of the non-proprietary version of the report, WCAP-13573, are provided with this letter. Section 1.5.3 of the SSAR will be revised to include WCAP-13573.

2. NPDP-FS-0067, " Letter Report to EPRI on AP600 Refueling Outage Plan", June 2,1988, (Proprietary).

This Westinghouse internal memorandum contains the "AP600 Preliminary Refueling Outage Plan Overview & Summary", dated May 25,1988. This document is currently being revised and upon completion, the PRA citations to the letter report will be replaced by the revised document. 'In the interim, five copics of the preliminary refueling outage plan are being provided to facilitate the NRC staff review of the AP600 PRA.

3. 71-lE7-MSLRF-P1, " Correlation of Fracture Toughness and Charpy Properties for Rotor Steels",

July,1971, (Non-Proprietary)

This non-proprietary Westinghouse Scientific Paper is referenced in SSAR section 10.2.3.2. A review of the SSAR citation has determined that removal of the citation to this document can be made with no technical impact on the SSAR content and subsequent NRC review. As such, the AP600 SSAR will be revised to remove the citation to this document.

1 ET-NRC-92-3779 NSRA-APSI 92-0260 December 15,1992 in addition to the three references identified above, our review identified two instances in which an incorrect SSAR reference citation is made. The following summarizes the actions to be taken to correct the SSAR citations.

1. WCAP 11993, " Joint Westinghouse Owners Group / Westinghouse Program: Assessment of Compliance with ATWS Rule Basis For Westinghouse PWPa". December,1988, (Non-Proprietary).

This SSAR reference is incorrectly listed in the SSAR as WCAP-11992. The AP600 SSAR --

citations to WCAP-11992 will be corrected to reference WCAP-11993. This reference was transmitted to the NRC in a letter from R. Newton to A. C. Thadani on March 1,1989.

2. WCAP-7548, " Analysis of the Transient Flow Distribution During Blowdown in the Ice Condenser Containment", July 1970.

This topical report is listed in Table 1.6-1 of the SSAR but is not used as a technical support document for AP600. Table 1.6-1 of the AP600 SSAR will be revised to remove WCAP-7548 from the list.

This submittal contains Westinghouse proprietary information consisting of trade secrets, commercial information or financial information which we consider privileged or confidential pursuant to 10CFR9.17(a)(4). Therefore, it is requested that the Westinghouse proprietary information attached hereto be handled on a confidential basis and be withheld from public disclosures.

The Westinghouse Electric Corporation copyright notice, proprietary information notice, application for ~

withholding and affidavit are also attached.

This material is for your internal use only and may be used for the purpose for which it is submitted.

It should not be otherwise used, disclosed, duplicated, or disseminated, in whole or in part, to any other person or organization outside the Commission, the Office of Nuclear Reactor Regulation, the Office of Nuclear Regulatory Research, and the necessary subcontractors that have a signed proprietary non-disclosure agreement with Westinghouse without the express written approval of Westinghouse.
