WESTINGHOUSE REASSESSMENT OF BULLETIN X802 FOR BEAVER VALLEY POWER STATION, UNITS 1 AND 2 (TAC NOS. M67296, M67297, M72922, M82210, M82211)

The Beaver Valley Power Station, Units 1 and 2 were identified by Westinghouse as plants requiring an update of the steam generator tube fatigue evaluations performed by Westinghouse in response to NRC Bulletin 88-02.

The update was required as a result of NRC staff concerns regarding the accuracy of the antivibration bar insertion depth estimates and the associated flow peaking factor estimates.

Your letter of July 12, 1991, provided the reassessment which identified 4 additional tubes in Steam Generator A and 2 additior.al tubes in Steam Generator C at Unit 1, and I additional tube in each of Steam Generators A and C at Unit 2 which required preventive action.

You advised that all of the identified tubes have been plugged with leakage limiting plugs.

The staff concludes that your actions resolve the issues identified in Bulletin 88-02 and are acceptable.

This finding is subject to the development of administrative controls by you to ensure that updated stress ratio and fatigue usage calculations are performed in the event of any significant changes to the steam generator operating parameters (e.g., steam pressure and flow circulation ratio) relative to those assumed in the WCAP analysis.

Implementation of the additional administrative controls may be subject to verification by an NRC staff inspt". tion.

If, for any reason, you do not plan to implement such administrative controls, please advise us not later than January 15, 1993.
