RE00EST FOR INSERVICE INSPECTION RELIEF FROM REACTOR COOLANT PUMP EXAMINATION .

Re: Haddam Neck Plant By letter dated December 21, 1982, the staff granted relief from the requirements of Section XI of the ASME Roiler and Pressure Vessel Code for visual and volumetric examination of reactor coolant pumps at the Haddam Neck Plant. The relief was granted through the end of the ten-year inspection interval (December 31, 1987) or until a pump is disassembled for maintenance or other reasons, whichever occurs first. By letter dated March 12, 1984, Connecticut Yankee Atomic Power Company (CYAPCO) re-evaluated the requirement to volumetrically examine the pump casing  !

welds and requested unconditional relief from the requirement. The staff discussed the examination requirements and request with CYAPC0 and '

requested information concerning the proposed visual inspection if a reactor coolant pump were disassembled. By letter dated June 26, 1984. CYAPC0 provided the requested additional information.

The staff has reviewed the requested supporting information provided in the letters of March 12 and June 26, 1984. The staff's Safety Evaluation concludes that the required examinations are impractical to perform and that relief granted from volumetric examination of the casing weld and the alternate methods of examination' discussed in the Safety Evaluation gives reasonable assurance of the pump casing structural integrity. The staff i also concludes that granting relief where the Code requirements are impractical is authorized by law and will not endanger life or property, or the common defense and security, and is otherwise in the public interest considering 8506120127 850610 PDR ADOCK 05000213.

Mr. John F. Opeka 1 June 10,1985 the burden that could result upon Connecticut Yankee Atomic Power Company if these requirements were imposed on the Haddam Neck Plant. Accordingly,

. pursuant to 10 CFR 50.55(g)(6)(i) of the Commission's regulations, Connecticut Yankee Atomic Power Company is granted relief from the volumetric examination requirement for the pump casing welds. A copy of our Safety Evaluation is enclosed.
