SECY-83-495 - CEILING FOR ROUTINE INSPECTION OF POWER REACTORS In your April 3, 1984 memorandum, you requested the rationale for the proposed

$166.100 ceiling for routine safety and safeguards inspections of power reactors. The ceiling is based on data which were provided for 1981 inspection activities. The data showed an estimated range of 1,300 to 3,135 hours0.00156 days <br />0.0375 hours <br />2.232143e-4 weeks <br />5.13675e-5 months <br /> for a typical plant for routine inspections during FY 1981. In computing the ceiling shown in SECY-83-495, the staff used the top of the range for safety and safeguards inspection effort (3,135 hours0.00156 days <br />0.0375 hours <br />2.232143e-4 weeks <br />5.13675e-5 months <br />) and multiplied the number of hours by the hourly rate established for IE ($53) to arrive at the ceiling of $166,000.

The data provided by IE were based on approximately six months of FY 1981 data. Enclosed is a list of actual routine health and safety and safe inspection hours (preparation time, site time and documentation time) forguardsall plants that were in operation in FY 1981. Analysis of data covering the full year (FY 1981) for plants in operation shows that the range is approximately 900 to 5,900 hours0.0104 days <br />0.25 hours <br />0.00149 weeks <br />3.4245e-4 months <br />. Of the 75 plants listed, 57 (76%) fall below the proposed ceiling of $166,000. As indicated in SECY-83-495, we intend to update fees annually to take into account any changes in cost. At such time all ceilings would be reevaluated.

PROPOSED LICENSE FEE SCHEDULE REVISION -

I have reviewed your proposal to use actual inspection manhours for license fee purposes, rather than a flat rate, as a way to recover more of the costs of performing inspections. More specifically, you propose to use manpower expended for all routine and reactive work plus all associated preparation and documentation effort, but not direct travel time. There are certain aspects of this proposal that I would like to have changed. First, I see numerous problems associated with trying to bill licensees for certain reactive work such as investigations, enforcement actions, and incident re-sponse effort. However, reactive inspections are more analogous to routine inspection activity and could logically be combined with the routine effort.

Second, I believe it would make sense to include direct travel time since it is time that must be expended to conduct on-site inspections and is certainly as much a part of the overall inspection activity as writing the inspection report itself. You also proposed to. include IE contractual support dollars.  :

I understand that the program support costs of other offices that are now included in license fee billings are those that can be specifically identi-fied with a given docket. None of our contracts are docket specific. Unless we establish an elaborate accounting mechanism to track contract costs on a per docket basis, I see no way of including any of IE's program support costs.

'You asked me to provide a range of manhours expended at reactors and fuel facilities. 1 have done so for reactors, but I need more time to compute good statistics for the classes of fuel facilities you have specified. I will provide this information to you in the near future.
