Dear Mr..Cavanaugh:
We have reviewed your proposed design modifications for (1) protection against' sustained undervoltage conditions (The Degraded Grid Voltage Issue) and (2) the abnormal occurrence of September 16,1978, for Arkansas Nuclear One, Unit No.1, (ANO-1) and as it relates to Arkansas Nuclear One, Unit No. 2, (AMO-2).
We conclude that the proposed design modifications are acceptable. How-ever, before the modifications are implemented, we request proposed l
associated Technical Specification changes. -The proposed Technical Specifications should include consideration of all proposed changes and j
testing and calibration of the protective relaying. The following items should particularly be addressed in your proposal:
(1) The fast transfer scheme.
(2)
Interlock to prevent simultaneous connection of both unit ic, ads to startup transformer #2.
(3) Shedding of selected non-lE loads when start-up transformer #2 is the source of off-site power.
(4) ESF loads of both units on start-up transformer #2.
i (5) Sequencing of ESF loads on off-site power.
(6) Preventing load shedding from emergency busses once the diesel generator is the power source and re-instating the load shedding feature when the onsite cource breaker is tripped.
(7) Trip set point for the undervoltage protection, associated time delay, blocking and alarm circuitry.
(8) Testing of both levels of JnderVoltage protection sensors, test frequency and accuracy.

l 2-l (9) Testing of emergency power system using the following steps:
1 (a) Simulating a loss of off-site power, (b) Simulating a loss of off-site power in conjunction with an ESF actuation signal, and (c) Simulating interruption of off-site power and subsequent reconnection of the onsite power source to their respective buses.
(10) Testing requirements for items 1 through 7 above.

Also, we request that all modificaitons be tested successfully before full load operation of ANO-1.

Our related Safety Evaluation is enclosed.
We understand that you plan -to implement your proposed modifications during
[
the next refueling outage which is sgheduled for November 1980. However,

if you have an outage of' sufficient duration before your next refueling outage, we request that your proposed Technical Specifications be submitted at least 30 days before implementation of the modifications but no later than 90 days of receipt of this letter. Also we request, with your submittal, your estimated time for completing your modifications.
