Howe, Chief, Environmental 4 Radiation Safety Technology Branch, DRL XSP CONMENTS ON MPCA WATER DISPOSAL PERMIT FOR THE MONTICELLO FACILITY The general conclusions concerning the problems _ involved in NSP's complying with MPCA Water Disposa1' Permit are true except that ESP over states and exaggerates throughout its-consnents.
The only NSP concents with which we_ might take exception are the NSP comments on PCA Specifications 2b and 2c. My comments on these specifications follow:
2b.
The NSP statement that installation of charcoal adsorbers would not materially reduce the_ public exposure is probably true as long as all of the gaseous radweste releases.are muchlower than the allowable limits however, as the gaseous releases approach the stack limits then the halogen releases-also approach their limits.- Past experience, i.e., Humb'oldt Bay and Big Rock, has shown that the halogens wre only slightly less limiting than the noble gas releases. Therefore, if the radwaste releases approach limiting conditions for opesattat then removing iodine from the effluent could materially reduce public exposure.
2c. NSP states that routine treatment of floor drains and chemical wastes with ion exchange domineralizers would be ineffective in removing the radioactive materials expected-in_ this. waste.
They also state that even if they could treat these wastes -that -
l they do not know if any: improvement' to the health and safety L
of the public would result._ Based upon information supplied ~
by the applicant in Amendment 17 to the application the majority of the radioactivity in these wastes 'are the halogens which can be readily removed by ion exchange.
Based upon information supplied in~ Section II of the application,; additional treatment of the low priority wastes could reduce the-. total liquid ~ radioactivity released from the facility by as much as 40%.
