Complete Work has been completed on the technical assistance request identified in the block above. Our memorandum to you, on December 18,1972, reconnended changes to the proposed Technical Spectilcations. Subsequent to that time the licensee requested reconsideration of some changes. We have been able to comply with some of his requests, ar.d still maintain innguage in the license that is acceptable by our standards at the
) resent time. We trust that this now teminates negotiations, and we attact herewith a transmittal letter to the licensee that specifies the new Technical Specifications.
