Ziemann, Chief i Operating Reactors Branch No. 2, DOL l NORTHERN STATES POWER COMPANY, M0hTICELLO NUCLEAR GENERATING PLANT, UNIT 1, DOCKET NO. 50-263 We understand the license extension for Monticello is a long-term extension of an operating license. Therefore, it will be necessary for Northern States to provide (as a formal amendment to its application) additional financial information. The applicant should be requested to examine 10 CFR 50.33(f) and 10 CFR 50 Appendix C and submit financial information which complies with those regulations.

The applicant in its amendment should incorporate by reference the information previously submitted for this docket number.

In addition, the following information should be provided.

1. Estimated annual cost to operate the unit for at least the next five-year period or the period of the license, and a statement indicating the source of funds to cover these osts. The types of cost included in the estimate ,

should be indicated and should include (but not be limited to) interest, overhead, taxes, depreciation, and other operation, maintenance, insurance and fuel costs.

2. Estimated costs of permanently shutting down the unit, the source of funds to cover these costs, and the provisions made for accumulating these funds (i.e.,

whether the amount required is actually being set aside (funded), whether a reserve has been established for the cost, etc.).

3. Estimated annual cost to maintain the shutdown facility in a safe condition, the source of funds to cover this perpetuity, and provisions made to accumulate the ne cessary funds.
4. Any other information which would be needed to determine the financial ability of the applicant to operate, or shut down and maintain, the shutdown facility in a sa fe condition.
