This refers to the telephone conversation conducted between Mr. E. J. Brunr.er, Mr. D. Moody and other members of tha NRC and Vermont Yankee Nuclear Power Corporation staffs on July 26, 1979, regarding the base plate and anchor bolt test results and analyses obtained for Vermont Yankaa Nuclear Power Station pursuant to IE Bulletin No. 79-02 Ravision 1.

Based on the results of this conversation, it is our understanding that you will take the following actions:

1. Assess the conses;vatism in piping and support design due to the " Robinson Fix". Specifically;
a. A comparison of piping syscam natural frequencies and the response spectrum peaka will be performed.
b. Those systems where resonance can occur will be identified.
2. Identify the types of base plates that exist for the majority of the pipe supports and provide an estimate of the percentage of each type of support.
3. Develop a schedule for replacement of the anchor bolts. Include an expedited schedule for those systems which are identified in item 1.b.
4. Estimate the number of supports inside the drywell which use concrete expansion anchor bolts.

5. For those bolts that failed the bulletin test requirements but did not fail the torque test, perform an assessment of the capacity of these bolts in terms of a percentage of the design ultimate capacity.
6. State your conclusions on system operability based on the above assessment.

A written report of your action on the items described in 1 through 6 above will be provided to the regional office and NRR by Tuesday noon, July 31, 1979.
