SEABROOK STATION, UNIT NO. 1 - CORRECTION TO AMENDMENT NO 162 ISSUED NOVEMBER 18, 2019, RE: REVISIONS TO TECHNICAL SPECIFICATIONS ASSOCIATED WITH MOVABLE CONTROL RODS (EPID L-2018-LLA-0272)

Dear Mr. Moul:

By letter dated November 18, 2019, the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 162 to Renewed Facility Operating License No. NPF-86 for the Seabrook Station, Unit No. 1 (Seabrook). The amendment was in response to your application dated October 4, 2018, as supplemented by letter dated September 30, 2019. The amendment revised the technical specifications (TSs) to adopt changes provided in Technical Specifications Task Force (TSTF) Traveler, TSTF-234, Add Action for More than One (Digital Rod Position Indication) [D]RPI Inoperable, and TSTF-547, Clarification of Rod Position Requirements, and made various other changes to align the Seabrook TSs more closely with NUREG-1431, Standard Technical Specifications Westinghouse Plants.

Subsequent to issuance of the amendment, the licensee informed the NRC that there was a typographical error on TS page 3/4 1-16 where the word in should have been is.

Specifically, Section 3.1.3.1 d.1 stated, Within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br />, verify SHUTDOWN MARGIN in within the limits specified in the COLR, and. The correct wording is Within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br />, verify SHUTDOWN MARGIN is within the limits specified in the COLR, and. The corrected TS page 3/4 1-16 is enclosed. This correction does not change any of the conclusions in the safety evaluation associated with the issuance of the amendment and does not affect the associated notice to the public.

SURVEILLANCE REQUIREMENTS

Surveillance Requirement 4.1.3.1.1 is not required to be performed for rods associated with inoperable digital rod position indicator or demand position indicator.

4.1.3.1.1 The position of each full-length rod shall be determined to be within the group demand limit by verifying the individual rod positions in accordance with the Surveillance Frequency Control Program.

4.1.3.1.2 Each full-length rod not fully inserted in the core shall be determined to be OPERABLE by movement of at least 10 steps in any one direction in accordance with the Surveillance Frequency Control Program.
