This letter is in response to Reference 1 which requested a reassessment of the proposed DVPS-1 and 2 submittal schedule for the IPEEE provided by Reference 2. The reaccessment included reviews of the DVPS-1 and 2 projected outago cchedules, coordination of the renolution of the USI A-40 icune and the IPEEE, and the cvailability of recourcen within and outstce at u t>U including the avullobility of personnel trained to perform walkdcuna for the plant seismic and fire designs. Our offorts were directed toward improving the previously proposed schedule so that it will reflect the 1cvel of safety significance attributed tc the IPEEE while. considering the above constraints.

Key factors for determining the acceptability of a revised schedule are the design features that were addad to DVPS-2 dur.ing its construction phase. 'I he c e features include the use of design utandards which consider scienically initiated events, shake table testing of equipment Ior verifying the adcquacy of the seismic design, the integration into the electrical design of an improved philosophy of train separation (i.e., compartmentalization), fire af

- BV-2 Docket No. 50-412, License No. NPF-73 generic Letter 88-20, Supplement 4 PfgeI retardant barriers, and the alternate shutdown panel which provides plant operators with easier access to the controls of _ damage mitigating equipment. These and other improved design features should result in core damage probabilities and risk factors for the BVP6 -2 IPCEE that are less than those of BVPS-1. Moreover, the probability of B"PS-2 having significant plant vulnerabilities to externally initiated eve r.t s should be appreciably reduced in comparison to BVPS-1.

Because of the relevance of the IPEEE to the DVPS-2 i n,r. - ovements, we have determined that our efforts should tavor the development of a more expeditious BVPS-1 schedu?.e and will focus on completing the IPEEE by June, 1995. Following completion of the DVPS-1 IPEEE, the results will be evaluated for applicability te oVPS-2. DVPS-2 areas requiring more detailed consideration will be identified, appropriate IPEEE analysis will be performed, and the results for BVPS-2 will be completed and cubmitted by July, 1997 We will be available to discuss this proposed schedule in more detail at your request.
