On behalf of the National Academies of Sciences, Engineering, and Medicine, I am following up to the above referenced letter from Chair and CEO John B. Rhodes of the New York State Department of Public Service to offer the assistance of the National Academies if you decide to undertake a comprehensive site-specific risk analysis as Chair Rhodes recommends.

The National Academies are private, nonprofit institutions that provide expert advice on some of the most pressing challenges facing the nation and world. Our work helps to shape sound policies and inform public opinion. The National Academies have extensive experience in providing technical advice to federal and state agencies to inform their decisions on complex issuesincluding site-specific risk analyses.

The National Academies could provide assistance to your agencies through a variety of approaches. For example, we could convene an independent committee of experts to (1) identify the necessary elements for a comprehensive and site-specific risk analysis, (2) outline a roadmap for conducting such analysis by independent and experienced severe nuclear accident analysts and gas pipeline accident experts, and (3) serve as peer reviewers of draft and final analyses produced by these analysts and experts.

2 The National Academies have effectively used similar advisory models in helping federal and state agencies receive technical advice useful for their decision-making. We would be happy to explore other options to work with you on this important matter.
