DOCKET NUMBER 50-483 CALLAWAY PLANT EMERGENCY TECHNICAL SPECIFICATION CHANGE TO SURVEILLANCE REQUIREMENT 4.3.1.1 (FUNCTIONAL UNIT 1)

EMEpr;ENfY AMENDMEET NUMBER 73 (TAC NO. MR,4230)

Emergency Amendment No. 73 to the Callaway Plant Facility Operating License No. NPF-30 granted a one time only extension to the surveillance interval for the manual reactor trip switch circuitry. Amendment 73 required complete verification of OPLRABILITY of the manual reactor trip switch circuitry be performed prior to startup from the first shutdown to Mode 3 occurring after August '/, 1992.

On September 20, 1992, Callaway Plant experienced a turbine trip / reactor trip due to a component failure concurrent with a weekly preve ntive maintenance test of the main turbine thrust bearing tr.p as required by the Turbine Overspeed Protection Program. ' he surveillance of the manual reactor trip switch circuitry was successfully performed on September 20 to independently verify the

! OPERABILITY of the Undervoltage and Shunt Trip Attachments of the Reactor Trip Breakers.

l The plant entered Mode 2 on September 21 and is currently in Mode 1 at 100% power.

very truly yours, 600C3; 1
