McGuire Nuclear Station Docket NOS 50-369 and 50-370 Reply to McGuire P.equalification Examination Report No. 50-369/92-300 This reply addresses the deficiencies identified in the subject report. Our plan for improvement incorporates comprehensive corrective measures in the following areas:

Emergency Operating Procedure Usage Emergency Operating Frocedure Content Annunciator Resporise Usage Crew Communications Written and Inplant Walk thru Exam Development Facility Evaluator Training EMERGENCY PROCEDURE USAGE ANNUNCIATOR RESPOle.;E USAGE AND CREW COMMUNICATIONS To address the specific weakness noted in the ATWS transition, training on associated procedure usage was completed on shift with all shift crews on July 12,1992. Simulator training on the scenario of ATWS with Loss of Heat Sink was conducted for all crews and was completed on

L Tne Operations Management Procedtire on Emergency and abnormal procedure usage was enhanced and reissued April 1,1992 and has been communicated to all crews.

U.S. N0 clear Regulatory Commission Page 2 September 28,1992 Senior Site Management, Operations Management and Training Management have committed to increase simulator observation during simulator training sessions and evaluator'.assions to reinforce management expectations such as emergency procedure usage, annunclawr response usage and crew communications.

PROCEDURE CONTENT An aggressive program to upgrade all of the McGuire Emergency Operating Procedures to revision 18 of the Westinghouse Owners Group Guidelines has been initiated. This upgrade will include the re-verification and validation of all newly developed Westinghouse based procedures and retraining of alllicensed personnel. This upgrade effort will be completed by June 1994.

Additional rasources have been committed to this upgrade and to also maintain and enhance our existing Emergency Operating Procedures to ensure the usability of our existing procedures.

Procedural deficiencies in the subje't exam report will be thoroughly evaluated and incorporated as appropriate in our existing Emergency, Abnormal and Operating Procedures by January 1993.

The Emergency Operating Procedure upgrade effort will be performed in a joint effort with Catawba Nuclear Station by a team consist;ng of Operation Management personnel, an Emergency Operating Procedure writer from each station, Training personnel, support from the Duke Design Safety Analysis Group and will be managed by a Project Ma. nager, EXAM MATERIAL DEVELOPMENT AND EVALUATOR TRAINING l

Requal Written Exam Banks and Job Performance Measures Exam Bank will be revievled against the noted weaknesses in the subject report and revised as appropriate prior to the next NRC Requalification Examination.

l The specific weaknesses noted in evaluator performance administering walk through examinations l

will be covered with all tacility evaluators by December 30,1992.

Immediately prior to the next NRC Requalification Examinations, a briefing will be held with all involved facility evaluators to reinforce exam administratior expectations.

Additionally, McGuiro is concerned with the exam results which are a departure from our previous results in NRC Roqualification Examinations. With the corrective measures outlined in this responso and as presented in the Management meeting on July 13,1992 at Region 11 in Atlanta; wo are dedicating considerable management attention and resources to properly resolve these deficiencies.
