_G03-85-262 Docket No. 50-508 Mr.. Harold R. Denton, Director Office of Nuclear Reactor Regulation
-U. S. Nuclear Regulatory Commission
-Washington, D.C.

Dear Mr. Denton:
Subject:
NUCLEAR PROJECT N0. 3 RESOLUTION OF KEY LICENSING ISSUES GE0 LOGY / SEISM 0 LOGY
References:
- 1) NRC Letter, Thomas M. Novak to R. L. Ferguson,
-subject, " Request for Additional Information on WNP-3 Safety Review", dated May 3, 1983.
- 2) Supply System Letter, G. C. Sorensen to G. W.
Knighton, subject, " Subduction of Juan de Fuca Plate - Supply System Position", dated August 8, 1984.
- 3) NRC/ Supply System Meeting, dated August 23, 1984.
In Reference 1, NRC transmitted several questions to the Supply System concerning :the potential and probability for exceeding the present Safe Shutdown Earthquake (SSE) as a result of various postulated sources including the ' Juan de Fuca subduction zone. The Supply System prepared a position paper on the Subduction of the Juan de Fuca Plate which was transmitted to the NRC by Reference 2.
In that transmittal, we indicated our desire to obtain NRC agreement to review Supply System responses to the NRC questions. -
In our meeting with the Staff (Reference 3), we briefly_ outlined our plans for addressing the NRC questions at which time the Staff pointed out that the Supply System would have to present a proposed schedule to NRC management in order to obtain a commitment to allocate the NRC resources necessary to support the schedule.

Our present. plan for addressing the NRC questions is attached. The Supply System is ' planning on resolution of these issues well before any possible Operating License date for WNP-3.
The Supply System has the necessary connitments and funding to proceed with the program shown in the attachment and several geological investigations are currently underway.
To the extent that NRC decisions on this matter at the Operating License stage differ from those made by NRC at the Constructica Permit stage, they could have financial implications.
It is necessary for planning purposes that
'the Supply System learn these implications as soon as possible. Therefore, we
'are requesting your commitment to proceed with this matter to the extent necessary to prepare the final SER sections for geology and seismology, in accordance with our proposed schedule.
If you need additional information or would like to meet to discuss this request, please contact Mr. D. W. Coleman, WNP-3 Licensing Project Manager, phone (206) 482-4428, Ext. 5436.
Sincerely yours, i
