P. Piet Letter to NRC, dated May 10,1996 The purpose of this letter is to update item 14 of Reference (1) to specify the surveillance requirements that will not be current upon full implementation. This item was previously updated in References (2) and (3). Comed requests that implementation of the surveillances listed in Attachment A be delayed until the next refuel outage for each unit.
Three surveillances (Logic System Functiona! je (LSFT) for Main Steam Line relief valves, Turbine Control Valve Fast Closure RPS Calibration, and Reactor Mode Switch Shutdown Position RPS Response Time Test) have been removed from the list. These surveillances have been performed in accordance with the appropriate approved Technical Specification Upgrade Program (TSUP) submittals. Three surveillances (Turbine Stop Valve Closure RPS Calibration, SBLC Initiation, and Emergency Diesel Generator 24 Hour Test) have been added to the list. These surveillances have not been performed per the appropriate approved TSUP submittals. The Turbine Stop Valve Calibrations and the SBLC Initiation would require that the unit be shut down in order to perform the test.
The Diesel Generator 24 hour2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
test was performed within the last 18 months (the current 9606180236 960610 PDR ADOCK 05000254 P

test again prior to its regularly scheduled performance (the next refuel outage for each unit) would constitute an unnecessary challenge to the system.
