Dear Mr. Chairman:

I am writing to express my deep concern over proposals to relocate NRC public documents pertaining to the Wolf Creek Nuclear Power Plant under construction in Burlington, Kansas.

At present, these documents are maintained at the Emporia State University Library in Emporia, Kansas. It is my under-standing, however, that the NRC is actively considering a proposal to relocate the documents to the Washburn University Law School Library in Topeka, Kansas.

I find the NRC's consideration of this proposal disturbing on two accounts. First, the NRC was apparently prepared to act on the proposal without prior notification of Emporia State University officials or public comment from the people of Southeast Kansas where the Wolf Creek facility is located and secondly, no sound reason to move the collection has been established. Inasmuch as both the University and the Wolf Creek Plant site are within my Congressional District, I also find it disturbing that there was no prior notification or consultation with my office about this proposed move.

Historically, the NRC has located public documents pertaining to nuclear plants as near as possible to the plant site. A move from the Emporia State University Library to the Washburn University Law School Library would double the current distance between the Wolf Creek facility and the documents. Further, such a move would result in the transfer of the documents from a public facility to a private library and cast doubt upon the public's access to the documents.

Finally, it would appear that several of the organizations or individuals who have written to the NRC endorsing the transfer of the Wolf Creek documents already have access to duplicate copies and are motivated more by political or personal concerns rather than the public's best interest.

I believe the people of Kansas -- and more importantly the people of Southeast Kansas where the Wolf Creek facility is located -- would best be served if the documents remain in Emporia near the Wolf Creek plant. I urge the NRC to reject any suggestion or proposal to relocate the Wolf Creek documents.
