Request 96-05. This License Amendment Request is submitted pursuant to the requirements of 10CFR50.90 and 10CFR50.4.

l License Amendment Request 96-05 supports North Atlantic's intent to implement a performance based containment leak rate testing program at Seabrook Station. This request consists of proposed changes to the Seabrook Station Technical Specifications related to containment leakage testing. This request is being submitted in accordance with the requirements of 10CFR50, Appendix J, Option B and Regulatory  !

Guide 1.163, " Primary Containment Leakage Rate Testing Program" (September 1995). These

! regulatory requirements are included in the proposed changes to the Technical Specifications by general l reference.

North Atlantic considers License Amendment Request 96-05 to be a Cost Beneficial Licensing Action.

Implementation of the performance based containment leakage testing program will yield savings in l excess of $100,000 with no reduction in public health and safety.

l License Amendment Request 96-05 has been reviewed and approved by the Station Operation Review Committee and the Nuclear Safety Audit Review Committee.

l l As discussed in Section IV of the enclosed License Amendment Request, the proposed changes do not l involve a significant hazards consideration pursuant to 10CFR50.92. A copy of this letter and the l enclosed License Amendment Request have been forwarded to the State of New Hampshire State Liaison l Officer pursuant to 10CFR50.91(b). North Atlantic requests NRC review of License Amendment Request 96-05 and issuance of a license amendment by September 1,1996 (see Section V enclosed).

North Atlantic has determined that License Amendment Request 96-05 meets the criteria . of l l 10CFR51.22(c)(9) for a categorical exclusion from the requirements for an Environmental Impact Statement (see Section VI enclosed). '
