Reply to NRC Response to Notice of Violations 50-528/529/530/95-24-01, 50-528/529/530/95-24-02, 50-528/529/530/95-24-03 dated April 22,1996 Arizona Public Service Company (APS) hac reviewed your letter responding to the PVNGS reply to the Notice of Violations (NOVs) dated February 28,1996 and has discussed these with Mr. Bruce Earnest and Mr. Blaine Murray of your staff. Inspector Earnest indicated that he would be closing these violations in inspection report 96-08.

PVNGS responded to the issues raised by the inspectors, and promptly corrected the findings, many of them before the inspector left the site. Some of the responses in the referenced letter however, left us with concern about the agency's perceptions of our actions and responsiveness. Contrary to the referenced letter, PVNGS procedure 20DP-0SK29, revision 4, effective on the date of inspection, specifically required testing to be conducted at no less than six (6) inches per second which is approximately 0.15 meters per second. A telecon with the vendor was necessary to correct a discrepancy in their literature, and confirmed the information used in our procedure. Also, PVNGS did record times, cross-check those times with the recorded tape and when the speed was checked against the procedure, the NRC crawl speed was approximately one-fifth of that stated in the procedure.

Regarding your comments on the PVNGS Security Plan, the entire document has been rewritten and reformatted in Revision 40 dated March 1,1996 and this resolves these observations.

After completion of the corrective maintenance, performance based testing in accordance with our procedures was completed in a safe manner.

PVNGS appreciates the willingness of the NRC to solicit feedback and the opportunity to provide information on these issues.
