McGuire Nuclear Station Docket Nos. 50-369 and 50-370 Proposed Technical Specification Revision

Dear Mr. Denton:

Attached are proposed license amendments to Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1.and 2, respectively. This proposed License amendment addresses those Technical Specification revisions considered necessary to support NRC approval of deletion of the requirements

'to maintain the Upper Head Injection system at McGuire.

The process to approve Technical Specification changes to delete the requirements for UHI is presented in two phases. The first phase, presented herein, is based on the results of the scoping study, recently completed. These results have been provided previously to NRC Staff and provide reasonable confidence that the UHI system may be deleted. The Phase I Technical Specification changes are associated.with actual hardware changes that will be made once the deletion of the requirement for UHI is approved. These Technical Specification changes have been written to allow McGuire operation with either the UHI system installed or removed. The existing Technical Specification value of F (z) is expected to q

remain valid with UHI deleted.

Phase II of the process will include the results of the confirmatory studies that

' are in progress and will confirm that the existing Fq(z) is valid. These results will be provided by September 1, 1985.

Attachment I provides the proposed Technical Specification revisions and includes a brief summary page addressing all of the desired changes. The proposed Technical Specification pages have been written so as to allow existing specification requirements to remain in effect until the actual implementation of the plant modification to delete UHI, where upon the revisions would become effective.

1. estimated shutdown - May 1986; McGuire 2 - April 1986). To this end, it is' requested that NRC approval of this request be provided by November 1, 1985.

This date is just prior to our internal date for completion of design work prior to the 1986 Unit 2 refueling outage. provides a Justification and Safety Analysis in support of the proposed changes. Attachment 3 provides an analysis performed pursuant to the requirements of 10CFR50.91. This analysis concludes that the proposed changes to the Technical Specifications do not involve any significant hazards consideration.

.This request involves one application for amendment to the McGuire Technical

-Specifications. Accordingly, pursuant to 10CFR170.21 a check for $150.00 is enclosed.
