Summary Report for Resolution of Unresolved Safety issue (USI) A-46  !

Dear Sir:

In Generic Letter (GL) 87-02, " Verification of Seismic Adequacy of Mechanical and Electrical Equipment in Operating Reactors, Unresolved Safety issue (USI) A-46," the NRC Staff set forth the process for resolution of USl A-46 and encouraged the affected licensees to participate in a generic program. In Supplement 1 to GL 87-02, which transmitted the Supplemental Safety Evaluation Report No. 2 (SSER-2) on Seismic Qualification Utility Group (SOUG) Generic Implementation Procedure, Revision 2, (GIP-2), the Staff required a response to include a commitment to the gip-2, ,

a schedule for the implementation of the GIP, and submission of a report summarizing the results of  !

the USl A-46 program. ,

By letter to the NRC Staff dated September 18,1992, as supplemented by letter dated September 5 29,1995, PECO Energy Company committed to implement GIP-2, including the clarifications, ,

interpretations, and exceptions in SSER-2, and to communicate to the NRC Staff any significant or programmatic deviations from GlP guidance. PECO Energy agreed to submit the results of the USl A-46 evaluation by May 31,1996.  ;

i This letter forwards the results of the USl A-46 evaluation for the Peach Bottom Atoreic Power  !

Station (PBAPS), Units 2 and 3. This letter also confirms that no significant or prograrnmatic

  • deviations from the GIP guidance were made during the USl A-46 resolution procese. The conclusions in the attached reports are based on a design freeze date of Novemuer 1,1992, and on >

walkdowns that were performed principally between 1993 and 1995. l t

Section 1.2.2.8 of GIP-2 requires that a piarospecific Summary Report be submitted to the NRC Staff, ,

! Including a proposed schedule for future modifications and replacements of those outliers which are I yet to be resolved. Further, GIP-2 Section 11.9 provides for Safe Shutdown Equipment Ust (SSEL),

l Relay Evaluation, Seismic Evaluation, and Completion Reports.

  • May 7,1996 Page 2 Attachment 1 is the Safe Shutdown Equipment List (SSEL) Report, Attachment 2 is the Relay Evaluation Report, and Attachment 3 is the Seismic Evaluation Report. This letter, and its attachments, constitutes the Summary Report. The Completion Report will be submitted when all the planned actions for resolution of USl A-46 outliers have been completed.

In the SSEL Report (Attachment 1), plant electrical and mechanical equipment were selected for evaluation under the USl A-46 program and included in the SSEL in accordance with the provisions of GlP-2, Section 3. The SSEL report also includes verification of the compatibuity of the SSEL with plant operating procedures. The Relay Evaluation Report (Attachment 2), provides the information suggested by GIP-2, Part 2, Section 9.3. The Seismic Evaluation Report (.Mtachment 3), provides the information sug0ested by GIP-2, Part 2, Section 9.4.

OJiiers Outliers, as defined by GIP-2, were identified during the walkdowns. These outliers and their resolutions are described in detaR in the attached reports. Whue many outliers have been resolved, the remainder require physical or administrative actions. Because some of these actions require a unit outage, all outlier resolutions wRl be completed by December 31,2000.
