AT&T Round Cell Battery Capacity After Recharge Periodic Update per 12/05/95 Letter to NRC, Commitment #2 PIP 0-M95-2131, Corrective Action #10 In letter dated 12/05/95, McGuire committed to periodically inform the NRC of the status of the dialog between McGuim and the vendor regarding recovered battery capacity immediately following recharging. The following is an update status of the dialog:

Charter Expectation #1 of the AT&T Round Cell Nuclear Utility User's Council is to evaluate charging methods for high specific gravity Round Cells. This Expectation is sponsomd by Arizona Public Service Company. Two major considerations are being addressed:

Available battery capacity following Performance Test recharge Available battery capacity following an unplanned discharge on-line j

e A preliminary report, due 6/96, was submitted to the User's Council at the May 22,23 Council 1

meeting in Charlotte, NC. As a result of recent Lucent testing, the test plan is being revised and the new test plan will provide a better understanding of battery capacity following an unplanned discharge on-line. The final report is due approximately 1/97.

1 Lucent Technologies is also performing separate proprietary testing that will address mcharging j

and capacity recovery. Preliminary results are being evaluated and additional testing is on-going.

j Lucent suggests that capacity losses observed in cycling are likely caused by build-up of resistance in the positive plate during high rate / low rate recharge cycling. Diffemnt charging techniques can minimize its effect on charge recovery, however, cycling history plays c.n important mle.
