TV Electric submitted license amendment request 96-005 to amend the CPSES Unit 1 facility operating license (NPF 87) and CPSES Unit 2 facility operating license (NPF 89).

The purpose of this request is to (1) change the acceptance values for amperes and voltage for the 18 month surveillance test of the battery chargers; (2) clarify the meaning of the term " associated inverter" used in the context of energizing 118-Volt A. C. Instrument. Busses during MODES 1 through 6: and (3) delete the protection channel r.nd the vital bus ratings for the 118 Volt A. C.

Instrument Busses identified for MODES 1 through 4. These changes are associated with a plant modification in which the inverters and battery chargers are being replaced and an installed spare inverter is being added for each safety train.

Per reference 2. NRC requested additional information on reference 1 submittal as identified below along with the TU Electric responses:

TXX-96447 Page 2 of 2 considered the inverter upgrade (including an increase in rating from 7.5 KVA to 10 KVA) and determined that the capacity of the associated batteries are adequate to meet the 4 hour4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> coping duration with the battery charger inoperable in the event of a Station Blackout.

Question 2: NRC requested that TU Electric provide a draft or preliminary sketch showing the proposed configuration showing the spare inverter alignment with respect to the dedicated inverters.

Response 2: A typical draft sketch of the proposed inverter configuration is enclosed with this transmittal.
