License Amendment Request 9214; incore Detector System Gentlemen:

North Atlantic Energy Service Corporation (North Atlantic) has enclosed License Amendment Request 92-14 This License Amendment Request is submitted pursuant to 10CFR50.90 and is distributed pursuant to 10CFR50.4.

The purpose of License Amendment Request 92-14 is to propose changes to the Seabrook Station Technical Specifications. The proposed changes will allow tk fixed incore detectors to be used as an independent system to perform Technical Specification Surveillances, License Amendment Request 92-14 has been reviewed and approved by the North Atlantic Station Operation Review Committee and the Nuclear Safety Audit Review Committee.

As discussed in the enclosed License Amendment Request 92-14,Section V, the proposed changes have been determined not to involve a significant hazards consideration pursuant to 10CFR50.92. A copy of this letter and the enclosed License Amendment Request 9214 has been forwarded to the State of New Hampshire State Liaison Officer pursuant to 10CFR50.91(b).

During Seabrook Station's first and second fuel cycles, in excess of four hundred thousand dollars, six hundred man-hours, and one man-rem was expended in repairs to the movable incore detectors. This expenditure resulted from frequent failures of the movable incore detectors and associated drive equipment. In comparison, the fixed incore detectors have been relatively maintenance free for the first two fuel cycles. With NRC approval of License Amendment Request 92-14, North Atlantic will be able to utilize an incore 5C004G 0

In addition, the fixed incore detectors are operationally superior to the rnovable incore detectors.

The fixed incore d e te c t o r.s have the capability af providing almost continuous reactor core flu x monitoring. The fixed incore detectors provide flux map data every minute.

Using the movable incore detectors it takes greater than two 'ours to obtain equivalent data.

North Atlantic requests NRC review of I icense Amendment it eque st 92-14 and issuance of a license amendment by May 31,1993 (see enclosed License Amendment Request 9214,Section VI).

Yankee Atomic lilectric Company (Y AIIC) lleport YAIIC-18551>, "Scabrook Station U nit 1 Fixed Incore Detector System Analysis", is enclosed in Section Vill in support of the License Amendment Itequest. This report contains extensive comparisons between the power distributions determined by the fixed and moveable incore detectors.

These comparisons show excellent agreement which demonstrates that the fixed incore detectors are a viable alternative to the moveable incore detectors.
