Dear Mr. Bernard:
We have safely completed the transfer of three shipments of fuel to the Universities and now we have only to receive approval of our decommissioning plan to proceed with the dismantling of our reactor facility.
In the'meantime, in order to avoid incurring unnecessary costs associated with the inactivity of our contractor, we would like to proceed with certain tasks which formerly fell under the rubric of maintenance. Our understanding of the work which might be permitted under 10 CFR 50.59 includes:
1.
Remove:
Control rod and drive mechanism In-core instrumentation Vacuum system Support structures Bridge Rails Survey:
All items Store for donation to educational institutions Package as rad waste or release for salvage 2.
Remove and survey all sacrificial wood lining in exposure room.
Take sample of wood, package activated / contaminated wood as rad waste.
Balance will be released.
3.
Take samples of pool water for isotopic analysis.
Submit results to Los Angeles County Sanitation District for approval.
Discharge into sanitary sewer upon approval.
4.
Remove, survey, and decontaminate as needed, demineralizer tanks, filter, cylinders, and heat exchanger.
5.
Cut one-quarter inch thick aluminum window for isotopic analysis.
Upon receipt of analysis, window will be cut. Window will be packaged as rad waste or released as salvage.
