McMeekin to NRC letter dated April 30, 1992, same subject Dear Sir; A Technical Specification (TS) Amendment request to modify certain 18-month diesel generator Surveillance Requirements (SRs) for McGuire Nuclear Station was submitted by a letter dated E'ebruary 10, 1989.

The request was to allow for certain SRs currently required to be dono during an outage, to be performed during power operation.

Our basis for this request was to allow for greater scheduling flexibility with no impact on the safe operation of the unit.

By an Aprl) 30, 1992 letter the TS Amendment request was supplemented based on conference calls that were held on August 15, and 20, 1991 between NRC staU and representatives from Duke Power Company.

Subsequent to the April 30, 1992 supplemental letter, a meeting between NRC staff personnel and eptesentatives from Duke power was held at McGu'cc Nuclear Station on July 28, 1992.

A summary of the results of the meeting is documented within en NRC letter dated September 1, 1992.

S, Nuclear Regulatory Commission November 16, 1992 page 2 Accordingly, Attachment 1 provides a supplement to the proposeu TS Amendment request that was submitted February 10, 1989 and as supplemented by an April 30, 1992 letter.

To assure clarity, the proposed TS provided within to this letter supersedes ir its enti ty previously submitted TS changes.

Included within the proposed TS changes provided by Attachment is a change to the Bases of the McGuire TSs.

This particular change to the Bases of McGuire's TSs adds a discussion of the intent of a new lootnote that was added to the TSs, and an explanation of the applicability of that footnote.

The Bases change was reviewed in accordance with the criteria / guidance provided by an NRC letter dated December 30, 1991, in that changes to TS Bases maybe made in ace: ~ance with the provisions of 10CFR50.59.

.t is concluded that prior NRC review and approval is rec. Oced, in that it involves a change in the interpretation of the implementation of the specification.

Accordingly, NRC review and approval of the propoaed change to the Bases of McGuire's TS is requested pursuant to the provisions of 10CFR50.59(c) and 10CFR50.'0.

attachment 2 provides a discussion of the changes, as well as the justification for the changes.

The supplemental changes provided by this letter were reviewed to determine if the No Sigaificant E zards Ccnsideration (NSHC) analysis provided by the February 10, 198? letter needed to be updated.

Based on this review,

.t is concluded that the NSHC analysis provided by the Feoruary 10, 1989 letter bounds the changes proposed by this supplement.
