Dear Mr. Miller:

Detailed Control Room Design Review (DCRDR)

The Dit,trict has received your report of the in-progress audit of the Detailed Control Room Design Review (DCRDR).

Reference 2 requested the l

District provide a schedule for submittal of the Summary Report supplement and that this be submitted within 30 days of the receipt of your letter.

The District acknowledges that additional work is needed to address the following open items from the audit report.

These items and their status are listed below.

i l

1.

NRC Item l

At the time of the in-progress audit, OPPD indicated the control room survey was complete with the exceptions of annunciators, computers /SPDS, and labeling / demarcation / color coding.

Status Omaha Public Power District recently received bids for consulting services to complete an annunciator system study and has received a proposal for completion of the labeling / demarcation / color coding study. The District is currently evaluating these bids and the proposal. The computer /SPDS human factors analysis is in progress.

2.

NRC Item The audit team further understood that verification activities might be relegated to a " Human Factors Maintenance Prograr** which is being considered but has not yet been approved by OPPD management.

If approved, that plan would take effect after April 1,1985.

'as=an open item

l j

Status l-Section 2.5.1 of the DCRDR Sunnary Report, submitted by letter dated April 1,1985, addresses the subject of verification. A j

Human Factors Maintenance Plan is being developed, and-its deve-lopment is being closely reviewed by management.- The Maintenance

{'

Plan will be implemented prior.to design.and installation of modi-j fications to correct HED's identified by the DCRDR.

In addition, the Maintenance Plan will be applied to future modifications of the control room.

3.

' NRC Item f

The task analysis effort associated with upgraded E0P's is scheduled for completion after submission of the Summary Report. As this effort will work to assure that the control room supports complete i

and technically adequate E0P's it'is considered part of the coordi-nation element of the DCRDR. The SER following the Summary Report is expected to leave this as an open item.

l Status i

A task analysis is planned to be completed in accordance with the l

schedule for implementing the upgraded E0P's.

Page 6 of Reference 2 l

1s indeed the E0P implementation plan, and the task analysis udl be l

' completed prior to September 7,'1985.

The D_istrict is unable to provide schedules for. completion of Items 1 and 2 above at tl tis time. ' Recent changes in management personnel assignments, l

in conjunction with the evaluation of bids and proposals, make it diffi-cult for the District to provide a firm schedule for completion of these items at this time. This schedule will be submitted to you by June 15, 1985.

I Sincerely, t
